It turns out my owners manual doesn’t quite match my car (I have one of the first F56s). The manual says that the fuse panel is accessible by removing a trim panel on the passenger side.
The panel visible from there, but access is limited. The only "removable" trim panel says AIRBAG, which I try to avoid doing anything with.
Access is actually via a panel in the back of the glovebox. Opening that up, I saw the separate sheet that was mentioned in the owners manual and everything was nicely accessible (even a fuse puller!).
I can't attach photos, since my post count is < 5, but the access panel is obvious once you empty the glove compartment.
