It’s not a teathered unit. You can get one with or without a teathered cable.

I’m still unclear; if the Pulse is the EVSE, where does that cable originate? You mean it has a Type 2 plug at either end and the non-tethered version has a Type 2 receptacle?

Yes - the other end of the cable in that picture is plugged into the car.

That's a specific problem with the Nissan Leaf which has no Battery Thermal Management.
The Mini Electric has Battery Thermal Management so it is not an issue.
