I really want a roof rack for my surfboard but as it turns out the mini I choose didn't come equipped with the factory rails. Just my luck right. Anyways anybody know a third party roof rack kit that does not need the factory rails to be installed?

It may not be what you want but I see Mini is now offering a retrofit option on the roof rails:

It looks like they are at least GBP200/USD300 per side, without fitting, so not a cheap solution.

Seasucker is what you need! Great kit, keeps a set of skis on the roof of an R8 at 140mph

Have you thought about a trailer hitch and just strap the board on the back?

If you don't have the factory roof rails the Yakima Q towers are a good rack system for the F5x minis. I ordered my MCS with the roof rails so I haven't used it, but Yakima has pictures of theirs mounted on a F56 and it looks like a solid set up.
