EGR Recall

Please can anyone help?
My 2017 Mini Cooper D (32k miles) went in for a brake fluid service
They offered to fix the EGR Cooler as part of the recall
They informed me the EGR cooler is attached to the manifold and the bolt has seized so they cannot take it off, so to continue to do the recall I need to pay for a new manifold (£800+).
Why would this bolt seize? Is it due to the EGR Cooler issue? Is this their responsibility as part of the recall?
